assistants, has been appointed. The work of the Institute is more particularly directed to scientific research in agriculture and fruit growing. There are no elementary students in the Institute, but any well-trained student who wishes to carry out investigations of a scientific character is welcomed as a worker, subject to such conditions as the Trustees and the Director may from time to time determine.

(f) CEYLON

The Industries Commission appointed to enquire into and report upon measures for the encouragement of the industries (other than agriculture) of Ceylon, recommended inter alia the establishment of a Central Bureau of Industry and Commerce. While emphasising the importance of scientific research in the development of industry, the Commission also urge that the scientific aid placed at the disposal of the various industries should be organised. The aims of a Bureau of Industry and Commerce such as the Commission recommend would be :

(1) the establishment of a central museum of Ceylon economic products; (2) to collect and collate statistics and impart information, and, where necessary, to organise propaganda for the extension of the foreign market; (3) to collect information regarding the conditions and requirements of foreign markets in so far as they affect the disposal of Ceylon products; (4) to assist all the industries in regard to points requiring scientific advice; (5) to foster new industries and to assist and advise them in their initial stages; (6) to keep in close touch with similar institutions in other countries; (7) as far as possible to co-ordinate and direct the scientific investigations of economic problems, and to keep in close touch with all scientific work being carried out in the Colony, with a view to preventing overlapping of work; (8) in general, to keep in touch with modern requirements and advances, and endeavour to keep the local industries well organised both in production, equipment, and economy of working.

The Ceylon Government has appointed a Committee to administer and control rubber rescarch in the Colony. The Committee is under the chairmanship of the Director of Research and includes representatives of the Ceylon Government, the Rubber Growers' Association and planting companies.

An advisory committee has also been appointed in London, and will supervise the investigations of rubber carried out at the Imperial Institute in connexion with the scheme. The director of the Imperial Institute is chairman of the Committee, which includes representatives of the Rubber Growers' Association, Ceylon planting interests and rubber manufacturers. A chemist and mycologist and a travelling inspector and secretary have been appointed for work in Ceylon, and investigations are already in progress.

(g) SUDAN

The Scientific Research Committee, to which reference was made in last year's report, was appointed by the Sudan Government with the following terms of reference: (a) to co-ordinate the scientific work (other than medical) in the Sudan as far as possible; (b) to advise on any matters dealing with scientific questions which may be referred to it; (c) to collect and distribute scientific information of local interest.

The Committee consists of the Director of Education, the Director of the Wellcome Tropical Research Laboratories and the Government Bacteriologist, Botanist, Chemist, Entomologist and Geologist.

During 1921 the Committee made proposals to the Government for the organisation of cotton research in the Sudan, suggesting that the assistance of the Empire Cotton Growing Corporation be obtained with a view to the provision of additional research workers on subjects connected with cotton-growing.

At the Government's request, the Committee has submitted a memorandum on the subject of the future policy of the Government in regard to research.

TABLE, giving a list of research associations, the names of their directors and secretaries, the date the licence was issued by the Board of Trade, the number of completed years during which the associations have been at work, and the amount of grant received from the Department during those periods.
