THE UNIVERSITY OF OXFORD (DEPARTMENT OF ENGINEERING SCIENCE).

I. PRELIMINARY.

The Chair of Engineering Science was founded by a Statute passed on November 19, 1907, and Engineering was added to the list of subjects which might be taken in the Final Honours School of Natural Science by a Statute passed on February 2, 1909.

(a) Objects.

The object was to enable men intending to enter the profession of Engineering to obtain their theoretical training at the University.

(b) Governing Bodies.

The Engineering Department comes under the general government of the University. The Professor has a free hand in arranging the teaching, but the Lecture Lists are subject to the approval of the Board of Faculty of Natural Science. Several members of this Board are on the Council of the University.

II-LAND AND BUILDINGS.
(a) Site, &c.

The Engineering Department is temporarily housed in three separate places:-The Millard Laboratory (lent by Trinity College), 6, Keble Road (a house rented for the purpose), and in a galvanised iron building erected in the Museum precincts.

The Millard Laboratory contains the Thermodynamics and Hydraulics apparatus; 6, Keble Road contains the Electrical Engineering apparatus, and the iron building contains the Lecture room, Drawing office and laboratory for the first year's courses.

A permanent Engineering Laboratory is in course of erection on a site which has been purchased in Parks Road, and arrangements have been made for moving all the plant into the new laboratory as soon as it is completed.*

(b) Residential Accommodation.

The usual residential arrangements at the various Colleges apply to Engineering students.

(c) Tenure.

The new Engineering Laboratory in Parks Road is held freehold by the University.

*This laboratory has now been completed.

III.-EDUCATIONAL WORK (ACADEMICAL YEAR 1913-14).
(a) Faculties, Departments or Branches.

This return only applies to the Engineering Science Department. The subjects taught are:-Civil, Mechanical, Electrical and Mining Engineering, and Surveying. In addition instruction in the following underlying Sciences is provided, viz. :-Mathematics, Physics, Chemistry and Geology.

(b) Conditions under which the Curricula are determined

and approved.

The Lecture Lists are approved by the Board of Faculty of Natural Science, who also draw up the Regulations and Schedules for the Final Examination.

(c) Conditions of Admission.

Any Matriculated student of the University may take the courses or any part of them. Women members of recognised Societies in the University may also take the courses.

(d) Degrees and Diplomas.

The B.A. Degree in Natural Science is granted to Engineering students who pass the required series of examinations and keep the necessary number of terms residence at the University.

The conditions under which other examinations may be substituted for some of the earlier Oxford examinations are complex and apply equally to Engineering and other subjects.

(e) Length of Session.

The session consists of three terms of 8 weeks, and a month of surveying instruction is arranged in the Long Vacation.

(f) Post-graduate Courses, &c.

Provisional arrangements for post-graduate and research work by students have been made; better arrangements will be possible in the new laboratory.

IV. STAFF (ACADEMICAL YEAR 1913-14).

(a) General.

The Staff consists of the Head of a Department, one full-time Assistant in Engineering Science, and two part-time Assistants in Surveying.

The Professor receives 800l. a year and the Assistants 400l., 100l., and 50l. respectively.*

The Professor's stipend is provided by Brasenose College, partly by a Fellowship and partly by a grant from the College funds, and the Chief Assistant's stipend is partly provided by a Fellowship at New College.

* Temporary reduction of staff has been made owing to the war.

(b) Principal Officer.

The general organisation of the Department is in the hands of the Professor as head of the Department.

(c) Method of Appointment of Staff.

The Professor is appointed by the University after election by a special board appointed for the purpose, consisting of members of the University and external members of distinction in the Engineering profession.

The Assistants are appointed by the Professor subject to the approval of the Vice-Chancellor, and their remuneration is fixed in the same way.

(d) Representation of Teaching Staff on Governing Body.

The Professor is ex-officio a member of the Board of the Faculty of Natural Science, and as an M.A. is a member of Congregation and Convocation.

The Assistant is also a member of Congregation and Convocation.

V. STUDENTS (ACADEMICAL YEAR 1913-14).

(a) Number of Students and Particulars of previous

Education.

The total number of students at the beginning of the term was 21. They are mostly drawn from public schools.

(b) Area from which Students came.

7 are Rhodes scholars :-3 coming from South Africa, 2 from Australia, 1 from Tasmania, 1 from the West Indies. Five other students come from Germany. Very few come from the immediate neighbourhood.

(c) Residential and other Arrangements.

Students may belong to any of the Residential Colleges or may be entered as Non-Collegiate Students. In most Colleges the cost may be estimated at 40l. to 50l. per term, or 120l. to 150l. per annum; at Keble College it is 851. per annum and for Non-Collegiate students it is estimated at 51l. 10s. 6d. per annum. These figures in each case include College bills, board and lodging, tuition fees, and University and College dues, but do not include travelling, cost of living in the vacations, or personal expenses.

(d) Arrangements for giving Advice to Students.

The Professor advises and assists students to make arrangements for their apprenticeship after leaving the University and to obtain posts after completing their apprenticeship.

The University Appointments Committee also aids in obtaining posts.

The Department is one of the Departments of the University and receives grants from the Board of Education.

VIII. OTHER INFORMATION.

The site for the new permanent laboratory in Parks Road was purchased by a body of subscribers headed by the Warden of All Souls', and presented to the University.

The Trustees of the Oxford University Endowment Fund gave 6,000l. for the building of the new laboratory.

IX.-FELLOWSHIPS, SCHOLARSHIPS AND EXHIBITIONS.

The Engineering Department offers no Scholarships or Exhibitions, but several of the students hold scholarships given by the Colleges and seven of them hold Rhodes Scholarships.
