Agreement between the United Kingdom and the Latvian Republic relating to Tonnage Measurement Certificates. London, June 24, 1927. His Britannic Majesty's Governments in Great Britain, Canada, the Commonwealth of Australia, New Zealand, the Union of South Africa and the Irish Free State and the Government of India on the one part, and the Government of the Latvian Republic on the other part, have agreed as follows: 1. In view of the fact that the existing laws and regulations in the territories of His Britannic Majesty in regard to measurement of tonnage of merchant ships are in substantial agreement with those of Latvia, British ships furnished with certificates of registry and other national papers duly issued by the competent British authorities shall be deemed by the Latvian authorities to be of the tonnage denoted in the said documents, and shall be exempted from being remeasured in any port or place within Latvian territory or in localities under the control of Latvia, on condition that similar terms shall be accorded to Latvian ships equipped with certificates of registry or other national papers duly issued by the competent Latvian authorities on or after the 4th June, 1925, and that such ships shall be exempted from being remeasured in any place under His Britannic Majesty's sovereignty, authority or jurisdiction. 2. The Government of the Latvian Republic on the one part may by a twelve months' notice in writing addressed to His Britannic Majesty's representative at Riga terminate this agreement either collectively with all or separately with some or any of His Britannic Majesty's Governments enumerated above, including the Government of India. 3. His Britannic Majesty's Governments enumerated above, including the Government of India, may terminate this agreement either collectively, or some or any of them separately, by a twelve months' notice in writing addressed to the Government of the Latvian Republic by His Britannic Majesty's representative at Riga. 4. Subject to the provisions of paragraph 6 of this agreement, in the event of this agreement being separately terminated by or with His Britannic Majesty's Government in Great Britain, it shall cease to apply to all territories under the sovereignty, authority or jurisdiction of His Britannic Majesty other than Canada, the Commonwealth of Australia (including Papua, Norfolk Island, New Guinea and Nauru), New Zealand (including Western Samoa), the Union of South Africa (including South-West Africa), the Irish Free State and India, and all British ships other than those registered in the territories to which the agreement continues to apply. 5. In the event of this agreement being separately terminated by or with His Britannic Majesty's Governments in Canada, the Commonwealth of Australia, New Zealand, the Union of South Africa, the Irish Free State or the Government of India, or some or any of them, this agreement shall cease to apply to the territories 6. Notice to terminate this agreement given by or to His Britannic Majesty's Government in Great Britain may, if so desired, exclude Newfoundland and all British ships registered therein from the operation of such notice, or may apply only to Newfoundland and all British ships registered therein as may be declared in the notice. The High Contracting Parties engage to deliver up to each other, under certain circumstances and conditions stated in the present treaty, those persons who, being accused or convicted of any of the crimes or offences enumerated in Article 2, committed within the jurisdiction of the one Party, shall be found within the territory of the other Party. ARTICLE 2. Extradition shall be reciprocally granted for the following crimes or offences: 1. Murder (including assassination, parricide, infanticide, poisoning), or attempt or conspiracy to murder. 2. Manslaughter. 3. Administering drugs or using instruments with intent to procure the miscarriage of women. 4. Rape. 5. Carnal knowledge, or any attempt to have carnal knowledge, of a girl under 14 years of age. 6. Indecent assault. 7. Kidnapping and false imprisonment. 8. Child stealing, including abandoning, exposing or unlawfully detaining. 9. Abduction. |
