Clause 1 is intended to extend the benefits of the Empire Settlement Act, 1922, to persons who are desirous of engaging in industry or agriculture in the United Kingdom; to remove any doubt as to whether it is within the power of the Secretary of State to contribute to the expenses of training persons in the United Kingdom before they migrate overseas; to enable the Secretary of State to recoup himself in respect of expenses of training unemployed persons who are in receipt of benefit from the unemployment fund by permitting him to require such persons to contribute towards such expenses from the amounts received by them from that fund; and to empower the Secretary of State to exceed the maximum contribution allowed under the principal Act in the case of training persons in the United Kingdom. Clause 2 provides for the appointment of a Board whose duty it will be to carry out, under the control of the Secretary of State, the provisions of the Act. Clause 3 is merely formal. |
