Copy of Letter from the CHAIRMAN to Mr. SPEAKER.

DEAR MR. SPEAKER,

THE Select Committee on Publications and Debates Reports have asked me to write to you as follows, with reference to the question of the distribution of certain Stationery Office publications.

The matter has been called to their attention by a Committee of Lancashire members, who have pointed out that in many cases there are certain papers-a list of which is detailed in their letter, copy enclosedwhich are only available to members on payment, and the Committee have ascertained from the Controller of H.M. Stationery Office that many Parliamentary publications were transferred to the list of Stationery Office publications in 1921, and they have been furnished with a return by the Controller, showing the previous extent of the free distribution of these documents to Members, and the prices at which they are now being sold. We are strongly of opinion that any of these publications, if required by a Member for his public duties, should be furnished to him free, as was the case prior to the change in 1921.

But in order to cut down unnecessary expense as far as possible, your Committee would like to suggest that these ex-parliamentary publications should, as soon as they are published, be placed on the pink papers, underneath a line below the present parliamentary publications, and that a notice should be placed on the pink paper, stating that "The following Stationery Office publications can be obtained free of charge only on special application to the Controller of H.M. Stationery Office, Princess Street, Westminster, S.W.1.”

We are of opinion that this would result in economy, as probably only a very few Members would apply for each particular publication, and if you approve of this suggestion, and the Treasury concur, the necessary arrangements could be carried out by Mr. Codling.

As far as I am concerned, I concur with the views of your Committee as expressed in your letter to-day; but this is really a Treasury matter. Prior to the change in 1921, there was, I believe, great waste in the overprinting of expensive Government publications, and any relaxation of the present rule should be carefully guarded.
