SPECIAL CONSTABLES BILL.

Amendment proposed, in page 1, line 14, to leave out the words "power so to apply," and to insert the words "a provision that "--(Mr. Brotherton),-instead thereof.Question proposed, "That the words 'power so to apply' stand part of the Clause."

Amendment, by leave, withdrawn.

proposed to be left out stand part of the Clause,”—put, and agreed to.

Amendment made, in page 2, line 25, at the end, by adding the words "and the reference to swearing in shall he read as a reference to making a declaration or taking an oath, as the case may be, in the form and manner prescribed in section seventy-nine of The Burgh Police (Scotland) Act, 1892 and section eleven of The Police (Scotland) Act, 1857, respectively "-(Mr. Solicitor-General for Scotland).

Clause 3.

Amendment proposed, in page 2, line 30, after the word "if," to insert the word " for "-(Mr. Shinwell).-Question put, "That the word 'for' be there inserted."-The Committee divided:

New Clause ("Regulations to be laid before Parliament"), brought up, and read the first time as follows:-

Regulations already made, or which may be made under The Special Constables Act, 1914, shall be laid before each House of Parliament as soon as possible; and if an Address is presented to His Majesty by either House of Parliament within the next subsequent twenty days on which the House has sat next after

the regulations are laid before it, praying that the regulations may be annulled, they shall thenceforth be void, but without prejudice to the validity of anything previously done thereunder, or to the making of new regulations. If the Session of Parliament ends before such twenty days as aforesaid have expired, the regulations shall be laid before each House of Parliament at the commencement of the next Session as if they had not previously been laid "-(Mr. Hayes).

Motion made, and Question proposed, "That the Clause be read a second time."

Motion and Clause, by leave, withdrawn.

New Clause ("Orders in Council to be laid before Parliament ") (Mr. Secretary Bridgeman),-brought up, read the first and second time, and added to the Bill.

Ordered: To Report the Bill, as amended, to the House.
