this view, the Committee agree it should be made clear, and there have been introduced words expressly providing that the bye-laws may determine the persons responsible for regulating the use of accommodation by the workers. CLAUSE 84. As the Inclosure Acts do not apply to Scotland, all references to those Acts have been omitted from this Clause which reproduces Section 73 of the Act of 1909. The definition of "allotment" contained in that Section is solely by reference to the Inclosure Acts and accordingly the Committee have made an amendment deleting "allotment" from the Clause. CLAUSE 101. There has been a slight difference between the procedure in appeals to the sheriff under Section 35 of the Act of 1890 as applied to Scotland, in which case the procedure is the same as that on appeals from the sheriff-substitute to the sheriff, and the procedure in appeals to the sheriff under Section 39 of the Act of 1909 as applied to Scotland, in which case the procedure is regulated by Act of Sederunt. As the matter is a very minor one relating to procedure only, the Committee have thought that the procedure in all appeals to the sheriff should be the same and should be regulated by Act of Sederunt. They are informed that the Lord Advocate has no objection.
