ORDER OF REFERENCE.

Ordered (21st February, 1924):-That a Select Committee be appointed to control the arrangements for the Kitchen and Refreshment Rooms in the department of the Serjeant-at-Arins attending this House.

Ordered,—That the Committee do consist of Seventeen Members.

Committee accordingly nominated of,—Sir James Agg-Gardner, Mr. Barnes, Mr. Compton, Mr. Dunnico, Colonel Sir Frederick Hall, Major Hennessy, Mr. Geoffrey Howard, General Sir Aylmer Hunter-Weston, Miss Jewson, Mr. John, Mr. Harcourt Johnstone, Sir Herbert Nield, Mrs. Philipson, Mr. Rawlinson, Captain Tudor Rees, Mr. William Thorne, and Mr. Thornton.

Ordered,—That the Committee have power to send for persons, papers, and records.

Ordered, That Three be the quorum.—(Mr. Griffiths)

The cost of printing and publishing this Report is estimated by the Stationery Office at £3 12s. 6d.

THE SELECT COMMITTEE appointed to control the Kitchen and Refreshment Rooms in the department of the Serjeant-at-Arms have agreed to the following SPECIAL REPORT with the annual Statement of Income and Expenditure for the year ended 31st December, 1923, which has been duly audited.

The total receipts compare with the year 1922 as follows :-

2,759 3 4 The decline in Revenue and number of Meals served, as compared with the year 1922, is accounted for by the fact that the business of the House occupied only 114 days, against 133 days in 1922.

The expenditure in Wages and Salaries, Health Insurance and Drink Allowance amounted to £8,291 5s. id. as compared with £8,913 8s. 20. in 1922, and of this amount £2,498 12s. 8d. was for periods when the House was closed, as compared with £2,227 15s. 2d, in the previous year.

The decrease is accounted for by the longer vacations when only those in receipt of Salaries and Retaining Allowances are paid, also the Department vot now being liable for Unemployment Insurance contributions. There was also under this heading refund of £162 lls. id. which has been placed to the credit of wages account.

The Statement of Income and Expenditure shows a surplus on the year of £1,056 ls. 1d. after providing free meals during the Session to all staff, and expenditure for :

After providing for all liabilities, the amount standing to the credit of Capital Account in the Balance Sheet represented by Stock or hand, Cash in hand and at Bank, Sundry Debtors, etc., is £7,099 9s. 7d.

Notwithstanding the entire suspension by the Treasury, of the Subsidy in aid of Servants Wages etc., and other exceptional circumstances which occurred during the year, we have managed to maintain our financial position not only without increasing prices but in many cases making a reduction.

The Committee find the Accounts presented, with the working results and explanations given, satisfactory.
