But it was during World War I, that he became an integral part of the U.S. Committee on Public Information, a shadowy but powerful propaganda apparatus which was mobilized to prepare, advertise and sell the great war to the American people. So they did it with the message "Make the World Safe for Democracy." This operation would become the defacto standard in which marketing strategies for future wars would be based upon.
