Z.Z.-APPROPRIATIONS IN AID.

A contribution of 100,000. is payable annually by the Government of India on account of His Majesty's Ships in Indian waters, of which a proportion is credited to this Subhead.

The receipts from Naval and Civil Salaried Officers on account of messing of their families while on passage in merchant steamers, &c., are based on the rates agreed by the Admiralty.

The net gain, if any, by Exchange, and, premiums on bills negotiated in exchange for sterling are credited to this Subhead.

This Vote provides for the Salaries and Wages of the personnel of the Admiralty Office and for certain Contingent Expenses. Provision is also made for the Admiralty Contribution towards the cost of the Transport Section of the Mercantile Marine Department of the Board of Trade.

Expenditure in connection with the maintenance, repair, &c., of Admiralty Office Buildings, charges for Rents, Insurance, &c., of hired premises, and expenditure on Fuel, Light, Water and Furniture are borne by the Civil Vote for Public Buildings, Great Britain. Stationery and printing charges are provided for in Stationery Office Votes. The expense of postage is defrayed by Post Office Votes. The cost of the Admiralty Motor Transport is borne by Vote 8, the estimated cost for 1926 being £2,000.

An explanation of the charges included in the several Subheads is given in the Memoranda under each. Details are also furnished of the causes of variation in the Estimate as compared with the Vote for the preceding year.

NAVAL STAFF.

Naval Officers employed at the Admiralty receive:(a) Full Pay and Naval Allowances, comprising Lodging Allowance, Allowance in lieu of Provisions, Allowance in lieu of Servants (in certain cases) and an allowance for service at the Admiralty varying from 501. to 2001. per annum (at present reduced by 5 per cent.), according to the rank of the officer and the position held by him.

(b) Consolidated Salaries at rates fixed by the Treasury.

CIVIL STAFF.

The re-organization and re-grading of the civilian administrative and clerical staffs of the Admiralty as the outcome of the Report of the Joint Committee of the Civil Service National Whitley Council on the Organization, &c., of the Civil Service, dated 17 February 1920, is almost completed. In the majority of cases it has been possible to show in the current Estimates the revised numbers and grades, but in a few cases provision has necessarily been made on the basis of the existing grades, numbers and rates of pay.

A.-SALARIES, WAGES AND

ALLOWANCES.

INCREASE

Increase due to progressive increases of salary for length of service (26,9011.), additions to the salaries of certain grades under awards of the Industrial Court (4,8847.), provision for Admiralty contributions under the Widows and Orphans Pensions Act, 1925 (9381.), other small miscellaneous additions (2987.), and transfer from Vote 1 of the provision for the officers serving on the Armaments Advisory Commission, League of Nations (4,0581.); modified by decreases due to reductions in staff (18,5491.), savings on new appointments (9,6541.), withdrawal of servant allowance from Naval Officers in certain cases (3,2351.), and reduction in provision necessary for temporary additions to staff in various Departments (4,3451.).
