ARTICLE VII.

Synodical References.

The Committee on Synodical Minutes reported, and their report was adopted, and is as follows:

The Committee on Synodical Minutes respectfully submit the following report :

They find on the minutes of the Particular Synod of New York, the following, which either does, or may require the attention of General Synod, viz. :—

1. On p. 7, the re-appointment of Rev. Messrs. P. Labagh and B. C. Taylor, to defend the decision of Particular Synod in the case of Mr. Neal.

2. On page 24, they find the following, sent up as a reference from the Classis of Poughkeepsie :

"Resolved, That our Delegates to General Synod be instructed to endeavour to procure that body to pass a rule which shall oblige ministers removing from the bounds of a Classis, within the bounds of another Classis, to take a dismission within one year from the time of such removal, and attach themselves to the Classis within whose bounds they shall have removed, and also oblige the members of our churches who may have removed within the bounds of another church, to take their dismission within the same period."

3. On page 26, is the following resolution, viz:

"Resolved, that General Synod be requested to enjoin upon the students and candidates, intending to apply to any Classis for examination, to give at least four weeks' notice to the President of Classis of such intention, in order that the Deputati may be duly notified."

On this subject the Committee recommend the following resolution :

Resolved, that Synod do hereby enjoin upon the students and candidates applying to Classis for examination, to give the above specified notice of their intention to the President of the Classis.

On the minutes of the Particular Synod of Albany, they find only a resolution of the Classis of Albany, referred by said Synod to this body for consideration, in the following words, viz.: “Resolved, that the Delegates to the Particular Synod be, and they are hereby instructed to request the attention of Synod to the 44th article of the Rules of Church Government, in order that the practice directed in said articles be considered and recommended to the General Synod, that they may adopt such order in relation to it throughout the churches as they in their wisdom may deem expedient."

On the minutes of the last General Synod, the following articles appear as unfinished business, requiring the attention of Synod at its present session, viz. :

1. The communication of Mr. Wilhelmus Schuneman, on p. 236. 2. The appeal of the Rev. Ava Neal, on p. 277.

3. The subject of additional hymns &c., on pp. 300 and 301.

4. A recommendation on the subject of " catechetical expositions of catechisms, in use in our church, or scriptural helps for the benefit of Bible Classes and Sabbath Schools." p. 279.

This recommendation, your Committee are informed, has, at least in one instance, been complied with, and the work is ready to be submitted to Synod.

The work on catechetical expositions above referred to, was submitted to Synod, whereupon it was Resolved, that the same be referred to the Theological Professors, with discretionary power to recommend the same, if by them approved and found correct.

Resolved, that so much of the above report as relates to the removal of ministers and members, be referred to a special committee, consisting of the Rev. Philip Duryea, Robert Bronk,H. B. Stimpson, C. C. Cuyler, D. D., and the Elder, Abraham Van Nest. (See Article IX.)

Resolved, that so much of the above report as relates to the 44th article of the constitution on the subject of church visitation, be referred to a special committee consisting of the Rev. Wilhelmus

Eltinge, John Ludlow, D. D., and Peter Labagh, and the Elders, John V. B. Varrick and Philip Newkirk. (See Article XVI.)

The Committee on Overtures reported, and their report was adopted, and is as follows:

The Committee on Overtures report, that they have had under consideration the memorial from the city of New York, in relation to certain erroneous doctrines, and recommend the following resolution:

Resolved, that the memorialists be referred to the pastoral letter addressed by the General Synod to the churches, as a satisfactory answer to their memorial.

At their request, the Committee were discharged from the further consideration of the subjects referred to them.

ARTICLE VIII.

Synodical Appeals.

The appeal of the Rev. Ava Neal from a decision of the Particular Synod of New York, confirming a decision of the Classis of Bergen, suspending him from the gospel ministry, the consideration of which had been postponed from the last General Synod to the present session, was called up; and Mr. Neal not appearing to prosecute the same, it was Resolved, that the appeal of the Rev. Ava Neal from the decision of the Particular Synod of New York be, and the same is hereby considered as relinquished.

ARTICLE IX.

Church Government.

Resolved, that a Committee be appointed to revise and amend the Explanatory Articles of church government, the appendix, together with the resolutions in relation to the government of the church, passed by the General Synod at different periods, in conformity with the principles contained in the original rules of church government,
