No. 89, in Township No. 8; the whole containing 640 acres, in the county of Franklin, (late Clinton.) The above lands were conveyed to the Trustees of Queen's College, as General Synod, not being then incorporated, could not hold real estate, but the grant was intended for the benefit of General Synod, for the Theological College, as the Board apprehend. The Trustees have transmitted the said deeds to this Board, and considerable pains have been taken to ascertain the value of said lands, and what taxes were due thereon, by inquiring, at the Comptroller's office in Albany, and at other places. The result of the inquiry is, that the last mentioned tract, has been sold by the State, for taxes due up to 1821, for $30 83, and purchased by Judge Woodworth. The time of redemption has expired; but the same may again be had of Judge Woodworth. On the other tracts, no taxes have been returned; consequently, none are due. The Board cannot ascertain the value of said lands, but believe they are of no great worth. The propriety of authorizing this Board to obtain from the Trustees of Queen's College, a quit-claim of their rights to said lands to General Synod, is respectfully suggested: And that they be empowered to redeem the lot sold, if they think it adviseable, and to sell the said lands for what price they can obtain for the same. According to the direction of General Synod, the donation of $2,500 by the late Isaac Heyer, deceased, has been invested on bond and mortgage, for the establishment of a Scholarship, to be styled the "Heyer Scholarship in the Theological Seminary of the Reformed Dutch Church;" which will appear in the Annual Digest. The Synod will designate the Scholar to receive the benefit of said fund. The Board would respectfully call the attention of Synod to the fund arising from the Twenty-five cent Collections, which they consider of vital importance to our Theological Seminary. They regret to state, that this collection has engaged the attention of but very few of the Churches, although the same has been so frequently and urgently recommended by General Synod. From this source alone, if duly attended to, and a contribution of the small sum of twenty-five cents, obtained from every member in full communion, sufficient money would be raised, in addition to the interest moneys arising from the permanent fund, to pay the salaries of all the Professors. From a review of the Statistical Tables, it will appear that there are at least sixteen thousand members in full communion in the Church, whom, at twenty-five cents only, would produce a revenue of four thousand dollars; and can it be possibly alleged, that any member of the Church, feeling an interest in the cause of Zion, could not pay the small sum of twenty-five cents per annum, to support its cause ? The Board are fully impressed with the opinion, that, if every Church would conscientiously engage to raise the sum of twenty-five cents per annum, from each of their members in full communion, all other collections, heretofore made for the Professoral Fund, might, with safety, be abolished. They, therefore, respectfully suggest to Synod, to propose to the respective Churches under their care, that if the sum of twenty-five cents per annum be paid by them for each, and every of their communicants, to be ascertained from their Statistical Tables, to be hereafter correctly furnished, then, no other collections whatever will be required to be made by them for the Professoral Fund Otherwise, that all the collections, heretofore required for the Permanent, Professoral, or Theological Funds, be, from time to time, continued. The Board beg leave to refer Synod to the Treasurer's Annual Account, and such other documents as will be laid before them, which will, as far as in their power, exhibit a full statement, of the funds and money concerns of General Synod.
