In these Estimates, for the first time since 1914-15, the following features of the pre-war Estimates have been reintroduced :

The Cost Account scheme has not been put into full operation on the Rhine or in Turkey, and provision for Store Depots, Hospitals, etc., in those areas remains under Head I, as in earlier years.
