The Decennial Planning Division, Susan M. Miskura, Chief, coordinated and directed all census operations. Patricia A. Berman, Assistant Division Chief for Content and Data Products, directed the development and implementation of the 1990 Census Tabulation and Publication Program. Other assistant division chiefs were Robert R. Bair, Rachel F. Brown, James L. Dinwiddie, Allan A. Stephenson, and Edwin B. Wagner, Jr. The following branch chiefs made significant contributions: Cheryl R. Landman, Adolfo L. Paez, A. Edward Pike, and William A. Starr. Other important contributors were Linda S. The Decennial Operations Division, Arnold A. Jackson, Chief, was responsible for processing and tabulating census data. Assistant division chiefs were: Donald R. Dalzell, Kenneth A. Riccini, Billy E. Mirabal, Assistant Chief for Group Information and Advisory Services, directed activities related to the National Services Program, State Data Centers, and preparation of training materials. The Geography Division, Robert W. Marx, Chief, directed and coor dinated the census mapping and geographic activities. Jack R. George, Assistant Division Chief for Geoprocessing, directed the planning and development of the TIGER System and related software. Robert A. LaMacchia, Assistant Division Chief for Planning, directed the planning and implementation of processes for defining 1990 census geographic areas. Silla G. Tomasi, Assistant Division Chief for Operations, managed the planning and implementation of 1990 census mapping applications using the TIGER System. The following branch chiefs made significant contributions: Frederick R. Broome, Charles E. Dingman, Linda M. Franz, David E. Gaidi, Dan N. Harding, Donald I. Hirschfeld, David B. The Statistical Support Division, John H. Thompson, Chief, directed the application of mathematical statistical techniques in the design and conduct of the census. John S. Linebarger, Assistant Division Chief for Quality Assurance, directed the development and implementation of operational and software quality assurance. Henry F. Woltman, Assistant Division Chief for Census Design, directed the development and implementation of sample design, disclosure avoidance, weighting, and variance estimation. Howard Hogan and David V. Bateman were contributing assistant division chiefs. The following branch chiefs made significant contributions: Florence H. Abramson, Deborah H. Griffin, Richard A. Griffin, Lawrence I. Iskow, and Michael L. Mersch. Other important contributors were Linda A. Flores-Baez, Larry M. Bates, Somonica L. Green, James E. Hartman, Steven D. Jarvis, Alfredo Navarro, Eric L. Schindler, Carolyn T. Swan, and Glenn D. White.

The 1990 Census Redistricting Data Office, Marshall L. Turner, Jr., Chief, assisted by Cathy L. Talbert, directed the development and implementation of the 1990 Census Redistricting Data Program.

The Administrative and Publications Services Division, Walter C. Odom, Chief, provided direction for the census administrative services, publications, printing, and graphics functions. Michael G. Garland was a contributing assistant division chief. The following branch and staff chiefs made significant contributions: Bernard E. Baymler, Albert W. Cosner, Gary J. Lauffer, Gerald A. Mann, Clement B. Nettles, Russell Price, and Barbara J. Stanard. Other important contributors were Barbara M. Abbott, Robert J. Brown, David M. Coontz, and John T. Overby.

The Data Preparation Division, Joseph S. Harris, Chief, provided management of a multi-operational facility including kit preparation, procurement, warehousing and supply, and census processing activities Plummer Alston, Jr., and Patricia M. Clark were assistant division chiefs.

The Field Division, Stanley D. Matchett, Chief, directed the census data collection and associated field operations. Richard L. Bitzer. Richard F. Blass, Karl K. Kindel, and John W. Marshall were assistant division chiefs. Regional office directors were William F. Adams, John E. Bell, LaVerne Collins, Dwight P. Dean, Arthur G. Dukakis, Sheila H. Grimm, William F. Hill, James F. Holmes, Stanley D. Moore, Marvin L. Postma, John E. Reeder, and Leo C. Schilling.

The Personnel Division, David P. Warner, Chief, provided management direction and guidance to the staffing, planning pay systems, and employee relations programs for the census. Colleen A. Woodard was the assistant chief.

The Technical Services Division, C. Thomas DiNenna, Chief, designed, developed, deployed, and produced automated technology for census data processing.
