This total of office space is not for the required working space and does not include allowances for public spaces such as lobbies, corridors, toilets, elevators, stairs and utilities, and for structure.

To arrive at the total gross floor area required to provide the listed net accommodations, there must be added to the net total approximately 204,400 square feet. This gives a total minimum gross floor area for the building of 515,000 square feet. If this total floor area is to be provided in a building not exceeding the height of the Education Building, the ground area will be approximately 75,000 square feet. To insure adequate light and air in such a building and to give it a set-back from the street which becomes its dignity, it should not cover more than 60 per cent of the total lot area. From this it is evident that the site required must approximate 125,000 square feet.
