15. Hen House: At the present time, the building used for this purpose is a dilapidated old shed. It is felt it should be replaced by a building with a capacity for housing a larger flock. This would make for economy in the institution due to the fact that it would furnish a greater supply of eggs and poultry. 16. Pipe for Irrigation Purposes: The institutional farm suffers about every second year from protracted drought and there are periods each year when irrigation would be of marked benefit to the crops. An unusual opportunity is offered to secure irrigation at a comparatively nominal sum, owing to the fact that three abandoned reservoirs exist along the creek in the rear of the institution, which if excavated and piped, would furnish sufficient water to enable the institution to largely increase its farm productions, particularly in dry seasons. This water could be impounded in flood times, and the only expenditure necessary would be for pipe to lead the water from the reservoir to the farm lands. 17. Farm: At the present time the institution owns but 57 acres of tillable land. It is renting two farm colonies at a distance of three miles from the institution. These were recently inspected by representatives from the Division of Farms and Markets, and they recommended that one of them be purchased. The colonies have been productive of food supplies during the present year, which have materially lowered the cost of maintenance, and offer an excellent opportunity for training of inmates in farm pursuits, and fitting possible parole applicants for civil life. There are about 225 acres of land. Included in the property is a modern dairy barn which was erected last year at a cost of $5,000.00. There is also a dwelling house and three other buildings, most of which could be readily placed in condition for use. The price of $18.000.00 is asked for this property which represents only the amount its present owner has invested. It is felt the property is peculiarly well located for colony purposes, and that it contains some of the best land for agricultural pursuits in this section of the Rondout Valley. Your approval on these requests is respectfully solicited. I am desirous of acknowledging the helpful co-operation of the Board of Managers, State Board of Charities, and the State Prison Commission. Without these factors, in spite of the fact that the institution possesses a very loyal and efficient group of officers, such little success as may have been experienced would not have been possible.
