Bought, in 1868, at foreclosure sale, the entire property and franchises of the street railway system in Rochester; re-organized and enlarged it and sold it to a syndicate in 1889. himself to read and write. Enlisted in the Navy at the
age of fifteen and sailed in the frigate "Potomac" as an
apprentice. Was stationed for a time at the Brooklyn
Navy Yard and joined the local volunteer fire com-
pany. Was elected to the Assembly in 1863 and re-
peatedly re-elected; commissioner of city works, by
appointment of Mayor Howell, 1880; fire commis-
sioner, 1882; State senator, 1890-1; county clerk, by ap-
pointment of Governor Black, 1898; nominated for Con-

gress in the Fifth District, 1900. Has been a delegate to all Republican National Conventions since 1868, and was a member of the State Executive Committee for several years.
