Mr. Forbes Campbell to Earl Granville.-(Received April 2.)

My Lord, 74, St. James's Street, London, April 1, 1871. WITH reference to the letter which I had the honour to address to your Lordship on the 4th of July last, inclosing a copy of the full powers which I hold from the late master, officers, and crew of the British steamer "Tornado," I now beg leave, as their representative (and having been recognized as such by your Lordship's predecessor, dated December 23, 1869 and January 29, 1870), to enquire what is the form of the receipt which Her Majesty's Government will require from me for the 1,500l. awarded by the Spanish Government, and when I can receive that sum.

Mr. Porteous to Mr. Hammond.-(Received April 3.)

Birkenhead, April 1, 1871.

I HAVE been informed that the Spanish Government have at last conceded to compensate the crew of the steam-ship "Tornado," on account of the just demands of Her Britannic Majesty's Government, and that the money is now ready for disposal. I will be glad to hear at your earliest convenience how and when an early distribution will take place. At the same time I beg to apologize for this liberty.

I AM directed by Earl Granville to acknowledge the receipt of your letter of the 31st ultimo, requesting, on behalf of certain of the crew of the "Tornado," to be informed when they may expect a settlement of their share of the compensation obtained from the Spanish Government; and I am to state to you, in reply, that the money in question will be paid as soon as arrangements can be made after its receipt.

I AM directed by Earl Granville to acknowledge the receipt of your letter of the 1st instant, requesting to be informed how and when a distribution will take place of the compensation granted by the Spanish Government to the crew of the "Tornado ;" and I am to state to you, in reply, that the money in question will be distributed as soon as arrangements can be made after its receipt.

April 6, 1871. A DOCUMENT representing the assignment to Mr. Samuels, of Plymouth, of Captain Collier's share of the "Tornado's" compensation money, was left with you by

Mr. Forbes Campbell, requiring a sight of this paper, I am authorized by my father (Mr. Samuels), to obtain the same from you, in order that I may obtain from Mr. Campbell an acknowledgment of his claim.

Mr. Wyatt to Earl Granville.-(Received April 8.)

32, Coburn Street, Bow, London, April 5, 1871. REFERRING to my interview on Thursday last with Mr. Hammond at the Foreign Office, I beg to say that, although I then made inquiry about the money awarded to the crew of the "Tornado" by the Spanish Government, I did not mean to question the right of Mr. Forbes Campbell to receive and distribute that money.

That gentleman holds my power of attorney, dated 9th April, 1867; and I authorize you to pay to him my share of the 1,500l.

WITH reference to your letter of the 1st instant, I am directed by Earl Granville to acquaint you that, before proceeding to the measures for the distribution of the money awarded by the Spanish Government to the officers and crew of the "Tornado," his Lordship has been advised that it will be requisite to obtain from you a precise copy of the signatures appended to the document of the 9th of April, 1867, which was inclosed in your letter of the 4th of July last; and also a copy of the power of attorney of the 28th of July, 1867, together with the signatures appended to it.

I am, therefore, to request that you will furnish his Lordship with the documents in question at your earliest convenience.

3, Alfred Street, Plymouth, April 12, 1871. REFERRING to the letter which I had the honour to address to your Lordship on the 30th March last, inclosing an order by Captain E. M. Collier, late master of the "Tornado," in my favour to the extent of 2001. on account of his proportion of the money to be awarded to the crew of the "Tornado" by the Spanish Government, I beg now to state to your Lordship that, having ascertained that Mr. Forbes Campbell holds a power of attorney from Captain Collier, authorizing the payment to him of the whole of the share of Captain Collier, I beg to withdraw my said letter, and the authority and request therein contained; and I beg your Lordship to return to the bearer of this (my son), the order of Captain Collier in my favour, and to consider this present letter as full authority and acquiescence on my part for the payment to Mr. Forbes Campbell of the whole of the

money.

Messrs. Vallance and Vallance to Earl Granville.-(Received April 15.)

20, Essex Street, Strand, London, April 14, 1871. Mr. FORBES CAMPBELL has handed to us a communication addressed to him from the Foreign Office, dated the 10th instant, in reference to the money awarded by the Spanish Government to the officers and crew of the "Tornado;" and, in compliance with the request therein contained, we have now the honour to inclose a copy of the signatures appended to the document dated the 9th April, 1867, together with a copy of the power of attorney of the 20th July, 1867, and the signature appended thereto.

We trust these documents will enable your Lordship to arrive at the conclusion that Mr. Forbes Campbell is the only person to whom the sums which may be apportioned to those whose signatures are forwarded ought to be paid, and that he can give a proper discharge.

Mr. Campbell will be glad to assist in or furnish the materials for the apportionment of the amount amongst the crew, according to their wages.

To all to whom these presents shall come, I, John M'Pherson, third mate of the British screw-steamer "Tornado," of Glasgow, send greeting.

WHEREAS, I claim redress and compensation from the Spanish Government in respect of the said Government having illegally seized me and my effects, and detained me as prisoner of war. And whereas, I am desirous of appointing Dugald Forbes Campbell, of 45, Dover Street, Piccadilly, in the county of Mi dlesex, gentleman, to be my attorney for

the purposes hereafter mentioned. hereafter mentioned. Now, know you that I do by these presents nominate and appoint the said Dugald Forbes Campbell to be my true and lawful attorney for me and in my name, or otherwise, as he may think fit to ask, demand, and claim from the said Spanish Government, such compensation, sums of money, or demands in reference to the seizure of my effects and property, and also in reference to my imprisonment and detention, and the injuries sustained by me in consequence of the matters aforesaid, as set forth in my petition of the "Tornado's" crew to Parliament, dated the 31st January last, as he may think fit; and for that purpose to make such representations to Her Majesty's Government, and to do all such other acts, matters, and things as he may think fit for the prosecution and enforcement of my said claims and demands, with full power to compromise and arrange my said claims for such sum or sums of money or other consideration, and in such manner as he in his absolute discretion shall think fit, with full power to receive and give effectual receipts and discharges for all compensation and other moneys which may be receivable by me, and to execute all such instruments, releases, and documents as he may think fit. And I do hereby ratify and confirm, and agree to ratify and confirm, all and whatsoever my said attorney shall do in the matters aforesaid; and I do hereby declare that all acts done by me, and all receipts of my said attorney after my death, shall be binding and conclusive upon me and all persons claiming under me, to all intents and purposes whatsoever, and that this my power of attorney shall be irrevocable by me. In witness whereof I, the said John McPherson hereto have hereunto set my hand and seal at Cadiz the 20th day of July, 1867, in the presence of Mr. Alexander Graham Dunlop, Her Britannic Majesty's Consul in Andalusia.
