The total cost of the Commission, excluding the printing of this Report, but including the travelling and subsistence expenses of the twenty-three members, and the cost of special inquiries into University and College accounts and into College catering arrangements, is estimated at £9,500. WHEREAS We have deemed it expedient that a Commission. should forthwith issue to consider the applications which have been made by the Universities of Oxford and Cambridge for financial assistance from the State and for this purpose to enquire into the financial resources of the Universities and of the Colleges and Halls therein, into the administration and application of these resources, into the government of the Universities, and into the relations of the Colleges and Halls to the Universities and to each other, and to make recommendations:

Now KNOW YE that We, reposing great trust and confidence in your knowledge and ability, have authorised and appointed, and do by these Presents authorise and appoint you the said Herbert Henry Asquith (Chairman); Rowland Edmund, Baron Ernle; Robert, Baron Chaliners; Gerald William Balfour; Sir John Allsebrook Simon; Arthur Henderson; Edward Gerald Strutt; Thomas Banks Strong; Sir Howard Frank; Sir Walter Morley Fletcher; Sir Horace Darwin; Sir Henry Alexander Miers; Sir John Hubert Oakley; William Henry Bragg; George Macaulay Trevelyan; Emily Penrose; William George Stewart Adams; Hugh Kerr Anderson; Blanche Athena Clough; Herbert Mansfield Cobb; Montague Rhodes James; Albert Mansbridge and Arthur Schuster to be Our Commissioners for the purposes of the said Enquiry.

And for the better effecting the purposes of this Our Commission, We do by these Presents authorise you to sit in three Divisions or Committees to be styled respectively the Oxford Committee, the Cambridge Committee, and the Committee on Estates Management; and consisting as to the Oxford Committee of you the said Herbert Henry Asquith (Chairman); Robert, Baron Chalmers; Sir John Allsebrook Simon; Thomas Banks Strong; Sir Henry Alexander Miers; William Henry Bragg; William George Stewart Adams; Emily Penrose and Albert Mansbridge; as to the Cambridge Committee of you the said Gerald William Balfour (Chairman); Arthur Henderson; Sir Walter Morley Fletcher; Sir Horace Darwin; George Macaulay Trevelyan; Hugh Kerr Anderson; Blanche Athena Clough; * Subsequently appointed Principal.
