The report for the year that has just closed will always be regarded as a noteworthy 'one in the educational affairs of the province by reason of the fact that it contains a record of the progress made during the first year in the history of the newly formed Province of Saskatchewan. The School Ordinances in force in the North-West Territories at the time of the organisation into provinces have been continued without change. These Ordinances have satisfactorily stood the test of several years and it cannot be gainsaid that they have met well the requirements of a new country. This being so there seemed no pressing necessity of interfering with a school system which was intended not only to keep up the standing of schools and the professional qualifications of teachers, but also to grant every assistance to districts struggling with the difficulties incident to a new country. In its organisation the Department of Education resembles the other departments of the Provincial Government. It is a distinct and separate branch of the public service and is presided over by the Commissioner of Education, who is one of the members of the Executive Council. The department has the control and management of all classes of schools and institutes, and the education of deaf, mute and blind persons. There is also an Educational Council, consisting of five persons appointed by the Lieutenant Governor in Council. All general regulations respecting the inspection of schools, courses of study, etc., etc., are, before being adopted or amended, referred to the Council for its discussion and report. |
