CONGRESS OF THE UNITED STATES Begun and held at the Capitol, in the city of Washington, in the District of Columbia, on Monday, the fourth day of January, in the year of our Lord nineteen hundred and sixty-five, being the first session of the EIGHTY-NINTH CONGRESS, held under the Constitution of the United States, and in the one hundred and eighty-ninth year of the Independence of the United States.

MONDAY, JANUARY 4, 1965 On which day, being the day fixed by the Constitution of the United States, as amended, and Public Law 649, 88th Congress, for the meeting of the 89th Congress, Ralph R. Roberts, Clerk of the House of Representatives, at 12 o'clock noon, called the House to order, and proceeded to call the roll of the Memberselect by States whose credentials had been received, when the following Mêmbers-elect answered:
