Begun and held at the Capitol, in the City of Washington, in the District of Columbia, on Tuesday, the fourth day of January, in the year of our Lord two thousand and five, being the first session of the ONE HUNDRED NINTH CONGRESS, held under the Constitution of the United States, and in the two hundred and twenty ninth year of the independence of the United States.

11.1 CALL OF THE ROLL

On which day, being the day fixed by the 20th Amendment to the Constitution of the United States and Public Law (108-433), Mr. Jeffrey J. Trandahl, Clerk of the House of Representatives, pursuant to 2 United States Code 26, at 12 o'clock noon, called the House to order and, by unanimous consent, announced a call by states of the roll, by electronic device, of the Members-elect whose credentials had been received, when the following Members-elect responded:

The roll having been completed, the Clerk announced 424 Members had been recorded, a quorum.

11.3 CREDENTIALS OF DELEGATES-ELECT

AND RESIDENT COMMISSIONER-
ELECTED

The Clerk made the following state-
ment: "The Clerk will state that cre-
dentials, regular in form have been re-
ceived showing the election of the Hon-
orable Luis Fortuno as Resident Com-
missioner from the Commonwealth of
Puerto Rico for the term of 4 years be-
ginning January 3, 2005; the election of
the Honorable Eleanor Holmes Norton
as Delegate from the District of Co-
lumbia; the election of the Honorable
Donna M. Christensen as Delegate from
the Virgin Islands; the election of the
Honorable Eni F. H. Faleomavaega as
Delegate from American Samoathe;
and the election of the Honorable Mad-
eleine Z. Bordallo as Delegate from
Guam "

11.4 THE LATE HONORABLE ROBERT T.
MATSUI

The Clerk announced that since the
last regular election of Representatives
to the 109th Congress, a vacancy now
exists in the 5th District of the State
of California, occasioned by the death
of the late Honorable Robert T. Matsui.
11.5 ELECTION OF THE SPEAKER

Ms. PRYCE of Ohio nominated Mr. J.
Dennis Hastert, a Member-elect from
the 14th District of the State of Illi-
nois.

Mr. MENENDEZ nominated Ms.
Nancy Pelosi, a Member-elect from the
8th District of the State of California.
The Clerk then appointed Messrs.
NEY, LARSON
LARSON of Connecticut, Mrs.
JOHNSON of Connecticut, and Ms. KAP-
TUR tellers to canvas the vote on the
election of the Speaker.

Whereupon, the House proceeded to
vote for a Speaker.
