SPECIAL ACTS AND RESOLUTIONS

OF THE

GENERAL ASSEMBLY OF THE STATE OF CONNECTICUT,

JANUARY SESSION, 1877.

At a General Assembly of the State of Connecticut, holden at Hartford, in said State, on the Wednesday after the first Monday of January, being the third day of said month, and continued until the final adjournment thereof, on Friday, the twenty-third day of March, next following, in the year of our Lord one thousand eight hundred and seventy seven.

AN ACT RELATING TO THE ELECTION OF JUDGE OF PROBATE AND JUSTICES OF THE PEACE.

Be it enacted by the Senate and House of Representatives in General Assembly convened: SECTION 1. That Edward P. Hayward be and is hereby declared to be duly elected judge of probate for the district of Pomfret, at an election held in said district on the Tuesday after the first Monday in November, A. D. 1876, for the ensuing term for which he was declared to be elected.

SEC. 2. That James Slade and Joseph Mathewson be and are hereby declared to be duly elected justices of the peace for the town of Pomfret, at an election held in said town on the Tuesday after the first Monday of November, A. D. 1876, for the term for which they were declared to be elected.

AUTHORIZING COURT OF PROBATE OF OLD LYME TO GRANT LETTERS OF ADMINISTRATION ON ESTATE OF BETSEY B. CHAMPION.

Resolved by this Assembly: That the court of probate for the district of Old Lyme be and hereby is authorized to grant letters of administration on the estate of Betsey B. Champion, late of Old Lyme, deceased, any law to the contrary notwithstanding. Approved, January 31st, 1877.

RELEASING JOHN KINNEY, OF BRIDGEPORT, FROM STATE-PRISON.

Resolved by this Assembly: That John Kinney, of Bridgeport, be and hereby is released from state-prison. Approved, February 1st, 1877.

RESTORING FORFEITED RIGHTS TO JOHN KINNEY, OF BRIDGEPORT.

Resolved by this Assembly: That John Kinney, of Bridge. port, be and he is hereby restored to all rights forfeited by his conviction of the crime of rape, the said John Kinney having been found, by this General Assembly, innocent of said offense.

AN ACT RELATING TO THE ELECTION OF JUSTICES OF THE PEACE IN THE TOWN OF SOUTHBURY.

Be it enacted by the Senate and House of Representatives in General Assembly convened: SECTION 1. That Henry S. Wheeler, George N. Platt, John D. Seeley, George H. Canfield, Benjamin S. Hickox, Burritt Tuttle, Truman B. Wheeler, and Aaron H. Shelton, be and they are hereby declared to be duly elected justices of the peace for the town of Southbury, at an election held in said town on the fourth day of December, A. D. 1876, for the ensuing term for which they were declared elected.

SEC. 2. This act shall take effect from and after its passage. Approved, February 14th, 1877.

EXTENDING TIME OF NEW YORK AND NEW ENGLAND RAILROAD COMPANY FOR COMPLETION OF THEIR ROAD.

Resolved by this Assembly: That the time of the New York and New England Railroad Company, for completing its railroad and taking lands therefor, be and the same is hereby extended for a period of five years from and after June 24tli, 1877.

AMENDING CHARTER OF THE BIRMINGHAM WATER COMPANY.

Resolved by this Assembly: SECTION 1. That the Birming ham Water Company, chartered May session, 1859, may be and hereby is authorized to increase its capital stock, from time to

time, sufficient to cover expenditures made or to be made for improvements or extension of its water-works, to an amount in the whole not exceeding fifty thousand dollars; and such additional stock shall be created and issued only by a major vote of the stockholders of said corporation, at a meeting specially called for that purpose; and each share of increased stock shall be twenty-five dollars.

SEC. 2. That whenever the stock of said water company shall be increased, under these resolves, the borough of Birming ham, in its corporate capacity, shall have the right to subscribe for and take any portion of the increased stock, not exceeding twenty-five thousand dollars, before and in preference to any individual; and, if said borough shall become a stockholder in said water company, the warden of said borough shall, by virtue of his office, be a director in said water company. AMENDING THE CHARTER OF FITCH'S HOME FOR THE SOLDIERS.

Resolved by this Assembly: That the charter of Fitch's Home for the soldiers be amended so as to authorize said corporation to receive, care for, and instruct such minors as may be sent to it for those purposes, or either of them, for remuneration: provided, said minors can be so received, cared for, and instructed without, in any manner, impairing the efficiency of said corporation in discharging, the duties now imposed upon it by law. And all moneys received for remuneration as aforesaid, shall be expended under and by the direction of the board of trustees, in such manner as will, in their opinion, best serve the purposes of said corporation.
