MEMORANDUM ON FINANCIAL RESOLUTION.

This Resolution is proposed in order to enable a Bill to be introduced providing among other things for the payment, out of moneys furnished by Parliament, of £9,000 in each year during the five years after the commencement of the Act, towards the expenses of the Imperial Institute, and thereafter, such sum (if any) as Parliament may determine; and such additional sum (vide following paragraph) towards the maintenance of Exhibition Galleries at the Institute as Parliament may from time to time determine.

Under the scheme of re-organisation to which the Bill is designed to give effect the Imperial Institute and the Imperial Mineral Resources Bureau will be amalgamated. The total annual cost of maintaining the combined institution (including the expenses of the Exhibition Galleries) is estimated at £44,000. To meet this expenditure the Institute will provide from its own resources, i.e., interest on the Endowment Fund, the North Gallery Annuity, fees for investigations and research work, etc., about £6,000 per annum. An annual contribution of £5,000 for a period of five years having been promised from a private source, £33,000 remains to be raised by fixed annual grants by the various Governments of the Empire. This sum is to be obtained in almost equal shares from three main groups of contributory Governments, viz., the United Kingdom, the Dominions and India, and the Colonies and Protectorates. The United Kingdom's share is estimated at a sum not exceeding £12,000 per annum, of which £9,000 will be provided for the main work of the Institute, and the remainder as a contribution towards the up-keep of the Galleries.

The annual grant of a sum not exceeding £12,000 will take the place of the separate contributions paid in former years by the Exchequer to the Imperial Institute and the Imperial Mineral Resources Bureau. His Majesty's Government made a contribution to the Institute of £10,000 in 1922-23 and of £4,427 in 1923-24; and to the Bureau of £8,000 in 1922-23, and £7,000 in 1923-24.

NOTE.

It is proposed that the Chairman of the Board of Governors of the Imperial Mineral Resources Bureau should become Chairman of the Advisory Council for Minerals of the reconstituted Institute. One-half of a salary of £1,500 for all services to the

Bureau was deemed to attach to the former office, and was provided by vote of Parliament apart from the Grant to the Bureau. Similarly one-half of a salary of £1,000 will be deemed to attach to the new office and will be proposed for vote by Parliament in addition to the sums provided in the present Financial Resolution.
