12. Burial Grounds.-In our three last Reports we have drawn attention to the serious complications which had arisen in our administration of the Act owing to the refusal under Section 4 (1) of the Welsh Church (Temporalities) Act, 1919, of a large majority of the local authorities concerned, to accept the transfer of burial grounds or of portions of burial grounds transferable to them under the provisions of the Act of 1914, and in the course of the year we placed ourselves in communication with you on the matter, as, under the provisions of the Welsh Church (Temporalities) Act, 1919, the Secretary of State is given power to direct defaulting authorities to accept. After conferring with the Parliamentary representatives of Wales and Monmouthshire, you agreed to send a further circular to all the authorities which had intimated to us their intention to refuse transfer. In accordance with an arrangement between the Home Office and ourselves, the circulars were sent out from this Office in August last and the replies are forwarded on receipt at the Home Office to us. The result of this further appeal up to 31st December, was that out of five hundred and forty-two authorities circularised, two hundred and forty-seven have re-affirmed their refusal and twenty-five have consented to accept, making on the 31st December, 1925, a total of one hundred and twenty-three acceptances. No replies have been received from the remainder. During the year we executed sixty-three Orders of Transfer of burial grounds or portions of burial grounds to local authorities, and there are a considerable number of other Orders practically ready to be issued. In a number of cases questions of great difficulty and complication have arisen in connection with the transfer. Further, a small number of authorities which had originally been prepared to accept have, for various reasons, informed us later that they are not now prepared to do so.

13. Staff. Our Staff has continued to render us zealous and competent service, and there have been no material changes in its composition during the year.

BODFEAN GLEBE LANDS.

SIR EDWIN SAVILL'S ARBITRATION AWARD.

TO ALL TO WHOM THESE PRESENTS SHALL COME, EDWIN SAVILL Knight of Messrs. Alfred Savill and Sons 51a Lincoln's Inn Fields in the County of London Land Agents and Surveyors SEND GREETING WHEREAS by an Agreement dated the twenty second day of April One Thousand nine hundred and twenty five and made between THE COMMISSIONERS OF CHURCH TEMPORALITIES IN WALES (thereafter and hereinafter called the Commissioners ") of the one part and THE REPRESENTATIVE BODY OF THE CHURCH IN WALES (thereinafter and hereinafter called "the Representative Body ") of the other part After reciting that certain glebe land situate in the Parish of Bodfean in the County of Carnarvon was vested in the Commissioners and that the Representative Body pursuant to Section 18 (b) of the Welsh Church Act 1914 had requested the Commissioners to transfer the said land to them and that the said Commissioners and Representative Body had been unable to agree the value of the said land which pursuant to the said section of the said Act must be settled in default of agreement by arbitration and that it was thereby agreed by and between the said parties thereto that the matters in dispute between the said parties should be referred and the said parties did thereby refer to the award and determination of me EDWIN SAVILL Knight Land Agent and Surveyor the value of the said land for the purposes of the said section and all other matters in controversy arising out of the subject of the said reference or incidental thereto AND WHEREAS with the consent of the said parties I enlarged the time for the making of this my Award until the thirtieth day of November One thousand nine hundred and twenty five NOW I the said EDWIN SAVILL having taken upon myself the burthen of the said reference and having heard examined and considered the allegations and arguments of the said parties and the witnesses documents and evidence of the said parties concerning the premises do hereby make and publish this my Award in writing of and concerning the premises in manner following that is to say NOW I HEREBY MAKE MY AWARD in the form of a special case as follows:

THE COMMISSIONERS contended that for the purpose of arriving at the value of the said glebe land situate in the Parish of Bodfean in the County of Carnarvon I was bound to consider the Representative Body as being in the position of a possible Purchaser.

1. SUBJECT to the opinion of the Court as to the correctness of this contention I AWARD and determine that the value of the said glebe lands is the sum of Seven hundred pounds and I further Award and direct that the Representative Body do pay to the Commissioners their costs of the said reference before me as from the twenty fourth day of June One thousand nine hundred and twenty four and I further Award and adjudge that the Representative Body do pay the fees and costs of and incidental to this my Award amounting to Sixty one pounds eight shillings and sixpence and I further Award and adjudge that if the Commissioners shall in the first instance pay the fees and costs of and incidental to this my Award the Representative Body shall repay the same to the Commis

sioners.

2. THE question for the opinion of the Court is whether this Award is right

in law.

3. IF the Court should hold that this Award is wrong in law then it will be set aside and instead thereof it will be awarded and determined that the value of the said glebe lands is the sum of Six hundred pounds And it will be further awarded and directed that each party shall bear and pay their own costs of the said reference and it will be further awarded and directed that each party do pay one half of the fees and costs of and incidental to this my Award amounting to Sixty one pounds eight shillings and sixpence And it will be further awarded and directed that if either party shall in the first instance pay more than one half of the costs of this my Award the other party shall repay the excess of the said costs to the party so paying the same.

AS WITNESS my hand this twenty fourth day of November One thousand nine hundred and twenty five.

NOTE.

This Report is issued in accordance with Article 7 of the Convention relating to the Liquor Traffic in Africa, signed at Saint-Germainen-Laye, September 10th, 1919, which provides that each of the High Contracting Parties shall publish an Annual Report showing the quantities of spirituous beverages imported or manufactured, and the import and excise duties levied. The provisions of that Convention do not apply to Egypt or to the Union of South Africa.

The hectolitre is taken as equivalent to 22 gallons. In the case of fractional amounts, the nearest whole number is taken.

No spirituous beverages are manufactured in the Dependencies included in the Report, and no excise duties are leviable.

The " strength of proof means 57.1 per cent. of absolute alcohol by volume at 60° Fahrenheit.
