Message from the Commons that they have appointed a Committee to consist of Five Members to join with a Committee of this House to consider the said Bill, and request this House to appoint an equal number of Lords to be joined with the Members of their House.

Commons Message of Monday last considered (according to order) Moved, That a Committee of Five Lords be appointed to join with a Committee of the House of Commons to consider the said Bill as mentioned in the said Message, and that the said Committee be named by the Committee of Selection (L. Bledisloe); agreed to, and ordered accordingly.

Report from the Committee of Selection, That the following Lords be proposed to the House to form the Select Committee to join with the Select Committee of the House of Commons on the said Bill; (viz.) :—

M. Bath,

L. Ravensworth,

L. Forester,

L. Northington (Lord Henley),

L. Treowen;

agreed to; and the said Lords appointed accordingly: Ordered, That such Committee have power to agree with the Committee of the House of Commons in the appointment of a Chairman : Then a Message was ordered to be sent to the House of Commons in answer to their Message of Monday last, to inform them of the appointment of the said Committee by this House, and to propose that the Joint Committee do meet in Committee Room No. 1, on Tuesday the 12th of July next, at Eleven o'clock.

Motion made, and Question put, That it is expedient that the Bill be referred to a Joint Committee of both Houses of Parliament."-(Mr. Guinness.)-The House proceeded to a

Division.

And Mr. Deputy Speaker stated that he thought the Ayes had it; and, on his decision being challenged, it appeared to him that the Division was unnecessarily claimed, and he accordingly called upon the Members who supported and who challenged his decision successively to rise in their places, and he declared the Ayes had it, five Members only who challenged his decision having stood up.

Resolved, That it is expedient that the Bill be referred to a Joint Committee of both Houses of Parliament.

Message to the Lords to acquaint them therewith.

[Wednesday, 22nd June, 1927]:-Message from the Lords. Ouse Drainage Bill,-That they concur with the Commons in their Resolution, "That it is expedient that the Ouse Drainage Bill be committed to a Joint Committee of Lords and Commons."

[Thursday, 23rd June, 1927]:-Ouse 1927]-Ouse Drainage Bill,Ordered, That so much of the Lords Message [22nd June] as relates to the appointment of a Joint Committee on the Ouse Drainage Bill be now considered. (Commander Eyres Monsell.)

So much of the Lords Message considered accordingly.

Ordered, That the Bill be committed to a Select Committee of Five Members to be joined with a Committee to be appointed by the Lords.

Message to the Lords to acquaint them therewith.

Committee nominated of,-Mr. Campbell, Captain Crookshank, Colonel Heneage, Sir Murdoch Macdonald, and Mr. Riley.

Ordered, That the Petitioners praying to be heard by themselves their Counsel, Agents, or Witnesses be heard against the Bill, and Counsel heard in support of the Bill.

Ouse Drainage Bill,-That they have appointed a Committee consisting of five Lords to join with a Committee of the Commons to consider the Ouse Drainage Bill pursuant to the Commons Message of Monday last, and they propose that the Joint Committee do meet in Committee Room No. 1, on Tuesday the 12th July next at Eleven o'clock.

Ouse Drainage Bill,-So much of Lords Message as refers to time and place of meeting considered.

Ordered, That the Committee appointed by this House do meet the Lords Committee as proposed by their Lordships.(Commander Eyres Monsell.)

[Tuesday, 12th July, 1927]:-Ouse Drainage Bill (Petitions), -Ordered, That the Order [23rd June], that all Petitions against the Ouse Drainage Bill presented on or before Tuesday 5th July be referred to the Committee, and that the Petitioners praying to be heard by themselves, their Counsel, Agents, or Witnesses be against the Bill, be suspended in the case of the Petitions of the Bury St. Edmunds Corporation and the Thingoe Rural District Council and of John Ashton Fielden against the Bill, and that the said Petitions be referred to the Joint Committee on the Bill, and that the said Petitioners be heard by their Counsel, Agents, or Witnesses against the said Bill.-(Mr. Guinness.)

The cost of preparing for publication the Shorthand Minutes of Evidence taken before the Committee was £199 16s. 7d.

The cost of printing and publishing this Report is estimated by the Stationery Office at £711 12s. 6d.

BY THE

Joint Select Committee of the House of Lords and the House of Commons appointed to consider the Ouse Drainage Bill, and to Report to the House.

ORDERED TO REPORT:

That the Committee have met and considered the said Bill and have heard Counsel and examined Witnesses and have come to the conclusion that it is not expedient to proceed with the Bill. The Committee have directed the Minutes of Evidence (with the Proceedings of the Committee) to be laid before both Houses of Parliament.
