Coventry Corporation Bill [Lords] (continued).

Clause 130 (Capital Fund) further considered.

The Committee deliberated.

Question, That Clause 130 stand part of the Bill, put and negatived. Resolved, That this Committee will take steps to promote a General Act, empowering Local Authorities to set up a Common Good Fund, for the reception and regulation of gifts made to their respective Corporations.

The Members of Section A withdrew.

Sir Walter Raine resumed the Chair.

Parties called in and informed of the decision of the Committee.

The Chairman stated that the Committee could not allow a surplus from Rates to be applied to anything other than the relief of subsequent Rates, while a surplus from Water, Gas, or Electricity was already satisfactorily provided for by existing Acts of Parliament. Therefore the Committee had declined to allow Clause 130.

The Committee, however, were unanimously of the opinion that a case had been made out for the institution of a Common Good Fund to deal with gifts. But that this was not a matter peculiar to Coventry, and would be best dealt with by an Act of general application, which the Committee would endeavour to promote as soon as possible. Further consideration of this Bill postponed till Thursday.
