Part VI (Regulation of Street Trading).

Honourable Evan Charteris, K.C., was heard in support of Part VI, and called evidence.

Sir John Hunt, Mr. Ernest Charles Freeman, Mr. William Henry Fordham, and Mr. Henry Idlington sworn and examined.

The Chairman stated that the Committee proposed to call for evidence from certain costers who objected to the provisions of the Bill.

Mr. Joseph Hunter sworn and examined.

The Committee deliberated.

Question, That so much of the Preamble as relates to Part VI of the Bill (Regulation of Street Trading) is proved, put and agreed to. Parties called in and informed of the decision of the Committee. The Chairman stated that the Committee, in addition to sanctioning the principle of the licensing of Street Traders, desired to make the following general recommendations:

First, that the licensing should be uniform throughout the Metropolitan area, which could best be obtained by a set of Model Bye-laws drawn up by the Home Office.

Secondly, that the organisation and charges for cleansing should be, if possible, uniform.

Thirdly, that while entirely agreeing that in the case of perishable goods the licensing should be of the strictest, they consider that much greater latitude should in general be allowed in the number of commodities any one man may be licensed to sell.

Consideration of Clause 56 (Lighting of staircases of tenement buildings) resumed.

The opposition to the Clause was withdrawn.

Question, That Clause 56 stand part of the Bill, put and agreed to. Other Clauses considered, amended, and agreed to.
