ACCOUNT of the Sum Expended, in the Year ended 31 March 1925, compared with the Sum Granted, for Expenditure in respect of EMPLOYMENT EXCHANGE, and INSURANCE BUILDINGS, GREAT BRITAIN (including Ministries of Labour and Health). EXPLANATION of the Causes of Variation between Expenditure and Grant. A.-See Statement of New Works. B.-Expenditure in connexion with dilapidation cases did not mature to the extent anticipated. Provision made for contingencies was only partly drawn upon. BB.-Due to the additional programme for the relief of unemployment carried out during the winter of 1924. C. Additional furniture was required for temporary exchanges set up towards the close of the year to deal with the exceptional industrial position. D.-There were fewer removals in the country and in Scotland than anticipated. E. Due to the surrender of accommodation, to the transfer of certain charges to subhead Q and to adjustment of charge in respect of premises partly occupied by Departments chargeable to other votes. H.-Due to the surrender of accommodation, to expenditure upon dilapidations being less than provided for, and to minor variations. HH.-An additional programme for the relief of unemployment was carried out during the winter. J.-The removal of the Census Office (6501.) was carried out earlier than anticipated, with the result that the charge fell into the previous year. Other removals for which provision had been made did not mature. L.-Due to lessened consumption owing to the concentration of staffs in London. LL.-1501. Temporary accommodation, hired for the Ilford Employment Exchange at a rent of 25s. per week, was retained after the expiration of the tenancy on 28 June, 1923 until 19 March 1924. The lessors refused to grant a fresh tenancy, but rent was accepted by them up to the date of surrender. A claim of 2001. for loss of additional rent and inconvenience, and 1011. 5s. 6d. for furniture alleged to be missing, was met by a payment of 1501. in full settlement (S.21556). 611. s. 6d., rent for six weeks subsequent to the date of surrender, was paid to the landlords of the Barrow-in-Furness Employment Exchange, in consideration of the extension of the tenancy until permanent accommodation became available (S.19391). 61. 13s. 9d., five payments of compensation for damage. 21.10s. 11d. Premises at Mold, used as an Employment Exchange, should have been vacated at Christmas 1922, when the lease expired, but were retained until 2 January 1923. A claim for three months rent was met by payment of rent to 31 January 1923. Expenditure as under has been charged to this subhead in respect of premises surrendered by agreement with the lessors before the date of expiration of the leases :2001. Edgware Road Employment Exchange. Rent 8001. per annum. Surrendered 25 June 1924, instead of Ladyday 1925 (S.20788). 1001. Bootle Employment Exchange. Rent 901. per annum. 1925, instead of Midsummer 1929 (S.20862). Surrendered 14 February 901. 12s. 4d. Aston Employment Exchange. Rent 3001. per annum. Surrendered 6 March 1925, instead of Michaelmas 1925. The Department was also relieved of liability for reinstatement, estimated to cost 251. (S.19151). 751. Sheffield Employment Exchange. Rent 3001. per annum. Surrendered at Midsummer 1924, instead of Ladyday 1925 (S.21700). EXPLANATION of the Causes of Variation between Expenditure and Grant-contd. M.-See Statement of New Works. N.-Due to the closing down of factories with a corresponding diminution of maintenance costs, and to dilapidation claims failing to mature. O.-The caretaking charges were reduced following the earlier disposal of factories. P. Due to the closing down of sanatoria under the Ministry of Health, and of Instructional factories, etc., under the Ministry of Labour. Q. A payment in respect of arrears of rent for the Instructional factory at Birtley involved an unexpected charge of 2,5001. Savings in respect of other services reduced the excess. R. Due to the closing down of factories, etc. RR.-8001. Compensation paid to the lessor of premises occupied by the Ministry of Labour at 17/18, Rathbone Place, W., in consideration of the surrender of the premises on 25 December 1924 instead of 11 August 1926. The rent was 8001. per annum (S.24442). 101. Two amounts of 51. each were paid, ex gratia, to purchasers at an auction sale at the Instructional factory, Cricklewood, in respect of defects which were revealed when the goods were removed (S.27114). 51. 3s. 3d. Received for various small items included in the catalogue of surplus equipment at Whitehall Road, Leeds, Instructional factory, and reported by the Auctioneer as missing after the sale, was refunded to the purchasers (S.15026). The increase under the head of rents is due to receipts for Instructional factories for which no provision had been made (1,2507.), to additional rents under tenancies arranged since the estimate was prepared, and to various minor variations. Miscellaneous receipts fell much below anticipation. B.-451. 3s. 6d. was paid to the lessors of the Barrow-in-Furness Employment Exchange, 127. 13s. 6d. for damage for which the Department was liable, and 321. 10s. a contribution towards the cost of redecoration owing to excessive wear and tear (S.19391). 501. was paid ex gratia to the lessors of premises at Sunderland, as a contribution towards the cost of renewing the floors, necessitated by excessive wear and tear consequent upon Ministry of Labour occupation (S.23897). C.-51., the value of two tables stolen from the Employment Exchange at Lisson Grove, has been written off (S.24313). S. 341. 6s. 6d., arrears of rent due from a former tenant of Hackney Employment Exchange site, has been written off as irrecoverable, the debtor having no effects (S.22029). Rent due in respect of premises at Queen's Gate, amounting to 271. 6s., has been written off, efforts to trace the defaulting tenant having failed (S.26431). |
