1. SUPPLEMENTARY ESTIMATE of the Amount required in the Year ending 31 March 1927 to pay the Salaries and Expenses of the BOARD OF CONTROL (Lunacy and Mental Deficiency), England, and Grants in respect of the Maintenance of certain Ex-Service Mental Patients.

An action was heard before the Court of King's Bench in February, 1924, brought by Mr. W. S. Harnett against Dr. Bond, a Commissioner of the Board of Control, and another on the ground of alleged wrongful imprisonment of plaintiff as a lunatic. Judgment was entered for the plaintiff. Defendants appealed and the Court of Appeal allowed the appeal and ordered a new trial as between plaintiff and Dr. Bond. The plaintiff appealed against this judgment to the House of Lords who dismissed the appeal. A sum of £250 was then paid into Court on behalf of the defendant, Dr. Bond, with a denial of liability. A settlement of the case was subsequently arrived at on the following basis; the plaintiff (a) to take out of Court in settlement of his claim to damages the sum of £250, and (b) to accept the agreed sum of £2,550 in respect of his legal costs which he would otherwise be entitled to have taxed against the defendant, Dr. Bond, on taking the £250 out of Court. Expenditure in law charges incurred in connection with the case has been charged against the Vote for the Ministry of Health (Class VII, 1.) as follows:

I. SUPPLEMENTARY ESTIMATE of the Amount required in the year ending 31 March 1927 as a GRANT IN AID of the GOVERNMENT HOSPITALITY FUND.

Twenty-five Thousand Pounds.

II. HEAD under which this Vote will be accounted for by the TREASURY.

Further provision is required to meet expenditure which will be incurred in connection with the Imperial Conference to be held in London in the autumn. The expenditure out of this Grant will be accounted for in detail to the Comptroller and Auditor General. Any balance of the sum issued which may remain unexpended on 31 March 1927 will not be liable to surrender.
