TABLE XIX.—POLICE RETURNS.-Habitual Criminals at Large and Houses of Bad Character. The enumeration for the purpose of this Table was made on Tuesday, the 2nd day of October, 1923. The heading "Number of Habitual Criminals at Large," includes persons who are known to engage habitually in crime as their means, or part of their means, of livelihood. Persons who have been convicted, but who are not habitual criminals, are not included. "Crime" is understood in the sense given to it by the definition in Section 20 of the Prevention of Crimes Act, 1871, viz:-any felony, and any of the following misdemeanours:-uttering or possessing counterfeit coin, false pretences, conspiracy to defraud, and possession of house-breaking implements or any other offence under Section 58 of the Larceny Act, 1861. "Houses of Receivers of Stolen Goods," includes houses reasonably suspected of being used for the receipt of stolen goods, whether there is an actual conviction against the occupier or not. "Houses frequented by Thieves," includes all houses where thieves and other habitual criminals regularly resort and meet, whether or not the occupiers of the houses are suspected of wilfully harbouring them, or of complicity in their crimes. TABLE XX.-CORONERS.-Deaths reported to Coroners, Number of Inquests held and Costs. Column 2 includes all deaths notified to the Coroner in any way, whether he investigates or holds inquests or not. Column 3 includes inmates of lunatic asylums, registered hospitals for the insane, licensed houses and mental wards of workhouses, and inmates of certified institutions, certified houses and approved homes for mental defectives. Column 5 includes only cases in which the Coroner makes enquiry concerning the circumstances of the death, and is satisfied from the information he obtains that no inquest is necessary. Column 6. In this column and in Tables XXI and XXII inquests on several bodies simultaneously (e.g., where several persons have been killed at the same time by a railway accident or a colliery explosion) are reckoned, not as one inquest, but as separate inquests on each person. Column 9.—In this column are included all expenses charged to the County or Borough Fund, except the Coroner's salary or fees.
