Note. The removal of pauper disqualification, by the Old Age Pensions Act. 1911, accounts for the abnormal decrease in aged poor subsequent to 1910. The Old Age Pensions Act, 1919, which enabled old age pensioners to receive poor relief without forfeiting their pension, resulted in an increase in aged poor subsequent to January, 1920.

(a) This is the total expenditure on destitute able-bodied unemployed, including
expenditure met by bank overdraft or loan.

(b) This sum need not be assessed for in one year but may be spread over a period
not exceeding 10, or in exceptional cases 15, years.

(c) These figures include the Valuation of the West Highland Railway extension
at the "prairie" value, which in 1925-26 was less than the Railway Assessor's
valuation by £10,510. (The "prairie" value is the valuation of the land
occupied by the railway extension prior to the making of the line and is the
basis on which local assessments are imposed West Highland Railway
Guarantee Act, 1896.)

The difference between Owners' and Occupiers' Assessable Rental up to 1923 is due to the deduction of §ths allowed to occupiers of agricultural subjects under the Agri cultural Rates, etc. (Scotland) Act, 1896. In 1924, owners and occupiers of agricultural

+ For 1914-15 and subsequent years, half cost of maintenance of pauper lunatics and
mental defectives fell to be borne by District Boards of Control.

The increase in gross valuation for the years 1921 and 1922 due to the operation of
the Increase of Rent and Mortgage Interest (Restrictions) Act, 1920. This increase is not
reflected in assessable rental for poor law purposes, owing to the increased deductions
allowed by certain Parish Councils under Section 37 of the Poor Law (Scotland) Act, 1845.
