VOTE 5.

QUARTERING AND MOVEMENTS.

This Vote provides for services administered, under the Quarter-Master-General to the Forces, by the Director of Movements and Quartering.

As regards Quartering, the Director of Movements and Quartering is responsible for the control and allotment of accommodation, and provision is made here for the hire of buildings and conservancy services in this connection. Provision is also made for the issue of allowances to officers and men when the accommodation to which they are entitled is not provided. The actual maintenance and construction of War Department buildings is dealt with, not by the Director of Movements and Quartering, but by the Director of Works (see Vote 10).

As regards Movements, provision is made here for the movement of troops, animals and stores, by rail and sea, and for the maintenance of vessels and crews of the War Department fleet and of certain War Department railways. Hired road transport and mechanical transport maintained by the War Department are provided under Votes 6 and 9.

The Vote includes provision for the expenses of the transport service, carried out on behalf of the War Department by the Board of Trade, for the conveyance of troops between home and foreign or colonial stations, including India.

Repayment by the Government of India for the cost of sea transport of troops to and from India is included under Appropriations in Aid.

The allowance is granted in aid of expenses to which officers and warrant officers are put when placed under canvas, or when in bivouac, or accommodated in war shelters, temporary hutments or quarters not equipped up to the standard. Field Allowance issuable during Field Training is provided under Vote 11.C.

B.-LODGING, FURNITURE AND STABLE ALLOWANCES, &c.

Lodging Allowance is issued to enable officers and soldiers to hire accommodation for themselves when accommodation in barracks or Government quarters cannot be provided.

The classes of quarters to which officers and soldiers are entitled are given in Para. 1387, King's Regulations.

Furniture Allowance is granted to married officers, not in occupation of furnished public quarters, in aid of the expense of providing furniture.

Furniture Allowance is also granted to warrant officers and non-commissioned officers of the Permanent Staff of the Territorial Army in occupation of quarters owned or rented by County Associations.

Stable Allowance is issued to enable officers to hire stable accommodation when public stabling is not available.

Mess Hire Allowance is issued to enable officers to make their own arrangements for messing when their mess is closed for repairs or other reason, or when no Government mess premises are available.

C.-RENT OF BUILDINGS.

This Subhead provides for the rent of all buildings except payments for the use of churches (provided for under Vote 11.H.), grants to Territorial Army County Associations in aid of rents, &c., payments to County Associations for buildings and ranges (provided for under Vote 2), payments for billeting (provided for under Subhead F) and rents of accommodation for sea transport stores (provided for under Subhead H). Telephone rents are included in Vote 10.

The reduction in the Estimate for 1928 is due partly to a reduction of the Rhine Army and partly to the cessation of War Terminal charges.

Contributions in lieu of local rates are paid by the Treasury out of Civil Votes (see p. 6).

D.-BARRACK SERVICES.

The provision made here includes the cost of emptying ashpits, conservancy services and chimney sweeping, which are mostly executed under contract, and also allowances for cleaning offices.

Local Authorities are required to render, in return for contributions in lieu of rates made by the Treasury (see p. 6), such scavenging and conservancy services as are rendered to the property of civilian ratepayers in the same area, but special arrangements are necessary where the ordinary service does not meet military requirements.

E.—APPROPRIATIONS IN AID CONNECTED With Subheads A-D.

A deduction of 1s. a day is made from the marriage allowance of a soldier on the married quarters roll or marriage allowance roll (see note under Vote 1, PP. 43 and 44) when the family occupies public quarters, or when lodging money at the married rate is in issue.

This Subhead also covers receipts in respect of occupation of quarters by nonentitled personnel (e.g. families of soldiers not on the married quarters roll or marriage allowance roll and certain civilian employees) and from certain other lettings of War Department property and recoveries connected with barrack services.
