The majority of these voters are members of the Armed Forces and their spouses and dependents who are absent from their home polling places at election time. This audience also includes members of the U.S. Merchant Marine, their spouses and dependents, and those U.S. citizens temporarily residing abroad and their family members living with or accompanying them. While this Voting Assistance Guide has been published to offer suggestions to Armed Forces voting officers and counselors in the conduct of their voting assistance programs, it is hoped that it will benefit similar voting officers and counselors in other Departments and Agencies of the Federal Government. This Guide also serves as a repository of detailed information on absentee registration and voting procedures for the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, the Territory of Guam, and the Territory of the Virgin Islands. It sets forth voting rules and deadlines applicable to primary and general elections. The Office, Secretary of Defense maintains continuing liaison with the election officials of the above mentioned jurisdictions to obtain current information regarding election laws and absentee registration and voting procedures. As significant changes are received from election officials, the Department of Defense will disseminate them by means of revisions to this publication.
