CHAPTER 107.

AN ACT to extend the time for the collection of taxes in the county of La Crosse.

The people of the state of Wisconsin, represented in senate

and assembly, do enact as follows:

SECTION 1. The time for the collection of taxes in Time extended, the county of La Crosse is hereby extended until the first Monday of July, 1868: provided, that this act shall not be so construed as to extend the time for the pay. ment of state taxes: provided further, that the provisions of this bill shall apply only to the city of La Crosse, and that the treasurer of said city of La Crosse shall pay over into the county treasury all moneys by him collected for taxes up to the time of the passage of [this]

act.

SECTION 2.

This act shall take effect and be in

force from and after its passage.

CHAPTER 108.

AN ACT to incorporate "the evangelic Lutheran congregation of the good hope," in the town of Granville in the county of Milwaakee.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SECTION 1. Henry Kirchhoff, William Hoyer, Fred- Corporators. erick Fischaeffer. Frederick Schorn and Nicholas Koehler, who have formed a congregation for divine worship, aud such other persons as are now or may hereafter become members of said congregation under the provisions of this act, are hereby declared and constituted a body corporate and politic, located in the town of Granville, in the county of Milwaukee, by the name of

SECTION 2. The said corporation shall have power to contract and be contracted with, sue and be sued, implead and be impleaded with, answer and be answered unto, in all courts of this state, and shall be vested with all the powers and privileges necessary to carry out and fulfill the objects of their congregation.

SECTION 3. The said congregation shall have further power to establish for its government a constitution and by-laws not inconsistent with the constitution or laws of this state, to have and use a common seal, and to alter the same at pleasure, and to obtain, hold or convey real and personal property, not exceeding in value the sum of fifteen thousand dollars.

SECTION 4. The five person named in section one of this act shall constitute the first board of trustees of said congregatoin, and they shall as soon as may be, draw lots numbered respectively one, two, three, four and five, for the purpose of determining the time for which each shall hold the office of trustee, as aforesaid, and the person drawing lot one shall hold his office for the term of five years; the person drawing lot two shall hold his office for the term of four years; the person drawing lot three shall hold his office for the term of three years; the person drawing lot four shall hold his office for the term of two years, and the person drawing lot five shall hold his office for the term of one year : provided, that if any of the persons above enumerated shall from any cause fail to appear at said first meeting for the purpose of classification, three of the five persons then in attendance, shall have power to fill such vacancy or vacancies and thereupon proceed to divide their number into classes as aforesaid; and provided further, that said congregation shall elect annually thereafter one trustee, in place of the one whose term expires.

SECTION 5. Said trustees shall have the exclusive charge of the personal and real property of said congregation, and shall transact all business relating to the investment and disposal thereof.

SECTION 6. It shall be lawful for said trustees to appoint or elect one of their number president, and they may also appoint or elect such other officers either from their own numbers or from the members of their congregation, as may be prescribed by their constitu

tion and by-laws, not inconsistent with the provisions of this act and the constitution of this state, and to prescribe their duties and terms of office and require bonds for the faithful performance of their respective

SECTION 7. The property, real and personal, of said Property-how congregation, shall be devoted solely to the purposes and objects of said congregation, and all real and personal estate which has been, or may hereafter be lawfully conveyed by devise, gift, grant, purchase or otherwise, to said congregation, or to any person or persons in trust for said congregation, shall descend with improvements, in perpetual succession to, and shall be held by said trustees in trust for said congregation. AN ACT to vacate a certain alley in the village of Manitowoc.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SECTION 1. The alley running through the center Vacated. of block number two hundred and six-two (262), in the village of Manitowoc, county of Manitowoc, state of Wisconsin, is hereby vacated.

SECTION 2. This act shall take affect and be in force from and after its passage.

CHAPTER 110.

AN ACT to incorporate the journeymen cigar-makers' association of the city of Milwaukee.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SECTION 1. Charles Rothe, Gustav Kretlow, John Henricks, Henry Leecher, Conrad Spaar, John Kleinboehl, Edward Waedekin, Fritz Jungmann, Michael Seebold, William Hochstein, Mauries Polaceck, who deeming it the duty of the several working classes to join each other for the purpose of arranging and improving their present condition, and being convinced that there is no better way to accomplish the desired object than by joining each other in a society, with certain rules and provisions which shall enable them to effect these purposes, have accordingly united themselves into an association, are hereby created a body Name, purposes corporate and politic, by the name of the "journeymen cigar-makers association of Milwaukee, Wisconsin, and by that name to remain with their associates and successors in perpetual succession for the purpose of affording help and relief to their members in case of sickness, by contributing to the expense for burying their dead and other benevolent purposes, with power for such purposes to establish for its government a constitution and such by-laws, rules, orders and regulations, not inconsistent with the constitution and laws of their state, as may be necessary for the management of the affairs of the said association; to take by purchase, gift, grant or devise, and hold, transfer and convey real and personal property not exceeding in value twenty-five thousand dollars, and further to contract and be contracted with, to sue and be sued, to implead and be impleaded, to answer and be answered unto in all courts of this state; to have and use a common seal and to alter the same at pleasure; to make such contracts and agreements with any person or persons, co-partnership, corporation or body politic of any kind, as said association shall deem necessary in order to enable them to carry out the objects of its organization; and they are hereby further authorized in their

corporate capacity, to borrow and loan any sum or sums of money not exceeding the sum of twenty thousand dollars, from or to any person or persons, corporation or body politic of any kind, and make and execute in their corporate name all necessary writings, notes, bonds or other papers, and make, execute and deliver such securities in amount and kind as may be deemed expedient by said corporation not exceeding the sum of twenty-five thousand dollars, and shall be vested with all the powers and privileges necessary to carry out and fulfill the objects of this corporation.

SECTION 2. SECTION 3.
