the Bill accordingly authorises the transfer to the Fund from moneys provided by Parliament of eleven-eightieths of such sums as may be repaid in each year to teachers in England and Wales.

4. As from 1st April, 1926, provision is made for contributions from teachers and from employers at the same rates as those proposed for England and Wales. It will be noted that, whereas in England and Wales the section as to employers' contributions will not be effective until 1928, in Scotland it is to come in force from the outset. The amount payable to the Exchequer out of the Education (Scotland) Fund will, however, until 1928 be eleven-eightieths of the contributions received from teachers only in England and Wales and, as the five per cent. to be paid by employers in Scotland is to pass into the Fund, the additional three per cent. will in the meantime be available, just as has been the two per cent. which they have been paying since 1923, for distribution to Education Authorities in the same year as part of the ordinary grant. The corresponding interest of managers of those schools and institutions which are in receipt of grant from the Department, although not conducted by Education Authorities, will be duly safeguarded in the Regulations under which their present grant is payable.

5. In 1928, when employers in England and Wales begin to contribute, the payment from the Education (Scotland) Fund to the Exchequer, on account of contributions received, will be increased proportionately. But at the same time the employers in England and Wales will begin to receive a grant towards their contributions, and a sum equal to eleven-eightieths of that grant will automatically accrue to the Education (Scotland) Fund in terms of Section 21 (1) of the Education (Scotland) Act, 1918, thus bringing a similar measure of relief to Education Authorities and to other Managers of schools and institutions in Scotland which are in receipt of grant from the Department.

6. The net effect of the foregoing arrangements, so far as the Exchequer is concerned, is estimated to be that the Fund will receive from the Exchequer eleven-eightieths of the sums shown in Column (4) of the Table printed on page 3 of the Memorandum on the Financial Effect of the Teachers (Superannuation) Bill, 1925 (Cmd. 2382). For the protection of the various contributors an Account will be set up, to be kept on the same lines as those laid down for England and Wales, and to be subjected periodically to actuarial investigation.

PART 1.

GENERAL.

1.-Re-arrangement of the Report.

The Report in the past has been divided into four Parts, A, B, C, and D, which were intended respectively to deal with matters under the Friendly Societies Acts, the Industrial and Provident Societies Acts, the Trade Union Acts and the Building Societies Acts. The functions of the Office which do not fall under these heads were mostly dealt with in Part A, and many of the particulars relating to Friendly Societies were relegated to appendices. There was a lack of uniformity in the arrangement and nature of the contents of the various parts of the Report. As an example, Appendix A of Part A gave statistics in regard to Friendly Societies extracted from the annual returns received during the year covered by the Report, i.e., particulars of business done during the year ended the previous 31st December. Parts B, C and D gave statistics taken from annual returns received in the year following that of the Report, i.e., particulars of business done during the year of the Report.

This year an effort has been made to secure as great a degree of uniformity as possible. There will be five Parts instead of four, so that all matters which do not fall under one of the four main heads to which I have referred may be brought together in a separate volume, and a number of appendices will be dropped. The five parts will deal with the following matters :

Part 1. Such of the proceedings of the Chief Registrar, the Central Office and the Assistant Registrar for Scotland as are inappropriate for inclusion in Parts 2-5 of the Report. Part 2. Societies and branches registered under the Friendly Societies Act.

Part 3.-Industrial and Provident Societies.

Part 4.-Trade Unions.

Part 5.-Building Societies.

Each Part will deal with proceedings during the year of the Report, and the statistics given will be those extracted during that year from the annual returns for the previous year.

2. The Guide Book of the Registry of Friendly

Societies.
