EXPLANATION of the Causes of Variation between Expenditure and Grant.

A.-Saving arising from the absence of extra Clerical assistance, there having been no public function necessitating such a charge.

B. Fraction of a pound.

C.--Savings arising from the smallness of the charge on the item of "Indexes to Reports of Select Committees" and also on the item of "Nautical Assessors."

D. The charges for Delivery of Minutes, &c., and for Postage, Parcels, Cab-hire, &c., were below the Estimate.

2. The full amount of Fees realised in the year 1905-6 was 33,7681. 78. 1d., of Appropria. which 3,5287. 78. 4d. was applied in making good the amount by which the Super- tions in Aid. annuation Allowances of the Officers of the House of Lords exceeded the interest of the invested Fee Fund, which is applied in payment of these allowances.

EXPLANATION of the Causes of Variation between Expenditure and Grant.

A.-Saving caused by the vacancy in the office of Chairman of Ways and Means during the Whitsuntide

recess.

B.-Saving caused by changes in the staff and by the number of public petitions being small.

C.-The expense of postage was less than estimated.

D.-Saving caused by changes in the staff.

E. The expense of the delivery of votes and papers was below the estimate.

F.-Saving caused by changes in the staff.

G.-Incidental expenses were less than estimated.

H. and I.—The number of witnesses called and the amount of evidence given before Select Committees was very small,

K.-The cost of police was below the estimate.

L.-The amount of fees cannot be accurately estimated; it much depends on the amount of contentious private business.

The Surplus of 4,032l. 13s. 6d., shown on the Account of the Vote "House of Commons Offices," for the year ended 31st March 1905, has been surrendered.
