"(3) The Governor of Northern Ireland may by Order in Council direct, as respects any local authority in Northern Ireland, that the powers of the authority under this section shall be exercised by the Ministry of Agriculture for Northern Ireland instead of by the authority "-(Sir Philip Cunliffe-Iister).
