"The Commissioners of Customs and Excise may in cases of emergency or in any special circumstances permit goods not marked or distinguished in accordance with an order in Council to be landed, unshipped or transhipped upon the consignee or his authorised agent entering into a bond with one sufficient surety in such sum as the said Commissioners may with the approval of the Treasury demand for the marking or distinguishing of such goods in accordance with the provisions of such order in Council so far as practicable before the sale or exposure for sale thereof in the United Kingdom "-(Mr. Riley).
