There being no Quorum present, the Chairman adjourned the Committee till Monday next at 4 o'clock.

An Amendment made, in page 4, line 22, after the word "offence," by inserting the words " and that the offence was not caused or facilitated by any act or neglect on the part of the owner or of any person engaged or employed by the owner or master "-(Captain Hacking).

Clause, as amended, agreed to.

Clause 6, agreed to.

Clause 7.

Amendments made, in page 5, line 23, by leaving out the word "workmen," and by inserting the words. "persons employed," instead thereof; in page 5, line 28, by leaving out the word "workmen," and by inserting the word "persons," instead thereof; and in page 5, line 40, by leaving out the word "workman," and by inserting the words " person employed"-(Captain Hacking),-instead

thereof.

Clause, as amended, agreed to.

Clause 9.

An Amendment proposed, in page 6, line 15, at the end, to insert the words :

"Proceedings for an offence against the said provisions or against any regulations made thereunder may be taken by the local authority of the district in which the offence is committed or by their inspector"-(Sir Douglas Newton).

Question proposed, "That those words be there inserted."

Amendment, by leave, withdrawn.

Clause agreed to.

Clauses 10 and 11, agreed to.

New Clause (Fees payable for licences ")-(Captain Hacking)-brought up, and read the first and second time, and added to the Bill.

Schedule 1, agreed to.
