Dynamics of Project Implementation Unit and Successful Project Implementation: Lessons Learned from the Cadastre Operations Modernization and Automation Project in the Lebanese Ministry of Finance

The management of the implementation process of development projects is a course full of troubles and uncertainties. It has been observed by major donors that the establishment of hierarchies parallel to the setting of the beneficiaries, and working under their authority would enjoy the flexibility of private management and the legitimacy of public sector. A common implementation setting, following the concept of parallel hierarchies is the Project implementation Unit, commonly used by the World Bank to manage the implementation process of development projects.--The purpose of this thesis to examine how the actions of the project implementation unit contribute to a successful implementation process. The Project implementation unit carries out various actions throughout the life cycle of the project, the thesis will focus on the 'coordinative actions' and their impact on the implementation process. The research method opted for this thesis is the use of a case study because it is an ongoing contemporary project. The case study in question is the Cadastre Operations Modernization and Automation Project taking place in the Directorate of Land Registry and Cadastre in the Ministry of Finance, Lebanon. It is funded by a loan from the World Bank and a grant from the United Nations Development Program and is effective since 1994.
